Special Provision A123 of the Technical Instructions specifies the measures which must be taken with regard to the protection against short circuit of electric storage batteries (included when fitted in equipment) which have the potential of a dangerous evolution of heat. While protection against short circuit is clearly essential, a number of incidents have occurred not because of short circuit but rather because of unintentional activation, particularly in the case of power tools, e.g. drills. It is suggested Special Provision A123 should reflect this.
